1941: Virgin Islands

The new Governor, Charles Harwood, was inaugurated Feb. 3. In his inaugural address he urged unfailing support of the national defense program. As the site of the only submarine base in the West Indies (on St. Thomas), as well as of an important Marine airfield and base, the islands hold a key position in the outer defense ring of the United States. An air field has been developed on St. Croix, another of the islands. Large increases in Marine Corps and Naval forces stationed on the Virgin Islands have called for an extensive defense housing development.
